The absolute pinnacle of snorkeling in Trincomalee is Pigeon Island National Park. However you absolutely cannot swim there from the shore. You must hire a small boat from Nilaveli beach to reach the island where you will snorkel with massive blacktip reef sharks and sea turtles.

If you specifically want free easy snorkeling directly off the beach Swami Rock near Fort Frederick offers some fantastic highly accessible shallow coral patches. The water is incredibly calm during the summer making it perfect for independent exploring.
