Legally, tea estates are private property. However, there is a cultural tolerance for tourists walking on the established dirt tractor paths that run through the hills. The strict rule is: NEVER walk directly through the tea bushes themselves, as this damages the valuable crops. Stick to the dirt roads, and if an estate manager asks you to leave, apologize and do so immediately.

If you see tea pluckers working, always ask permission before taking a photo. A nod and a smile go a long way.

Generally yes, as long as you do not fly close to the workers or directly over the processing factories.

Hike the trail from Haputale to Idalgashinna. It follows the ridge line through gorgeous, empty tea estates and is totally permitted.
