A man at the station bought twenty tickets and is selling them to tourists. Should we pay him.

You absolutely must refuse to pay these aggressive scalpers. Buying from them directly fuels a massive illegal underground market that actively ruins the transport system for both locals and honest tourists.

More importantly railway authorities are aggressively cracking down on this scam. If the name printed on the scalped reserved ticket does not match your physical passport the inspector on the train will invalidate it completely and force you to pay a massive fine. Simply buy a cheap unreserved ticket legally from the counter.

People outside stations offer to "help" buy tickets but charge large markups. They may buy cheap third-class tickets and sell as more expensive classes.
