In Colombo, there are some small bars, cafes, and cultural centers that host intimate gigs and performances. In Galle Fort, a few hotels and restaurants occasionally have live music or cultural evenings in beautiful settings. These are often announced last-minute on social media or through word of mouth. The scene is small but growing. Ask at well-connected guesthouses or check local event pages when you arrive.
I stumbled on a small jazz night in a Colombo hotel bar. It was lovely and felt very local. These things happen but you have to be flexible.

Driver claims the meter is broken and quotes an inflated flat rate. Common on arrival at airport or railway stations when tourists are tired and disoriented.
Drivers wearing official-looking uniforms claim to be "government-approved" and charge 3-5x normal rates. They may have fake badges or ID cards.
Women with babies approach asking you to buy milk powder at a nearby shop (not cash). The shop is run by accomplices and charges 5-10x normal price.
