Yes, this is a classic setup. They act very friendly, ask where you are from, and then mention a "one-day-only festival" or "government gem exhibition". If you follow them, you will be pressured into buying fake gems or donating to a fake charity. Real locals are very friendly, but they do not try to herd you into a tuk-tuk to go to a secondary location. Just say "No thank you" and walk away.
