While walking near Galle Face Green, a well dressed local started a friendly chat, then offered to take us to a special "government cultural show". Scam.

Yes, this is a classic setup. They act very friendly, ask where you are from, and then mention a "one-day-only festival" or "government gem exhibition". If you follow them, you will be pressured into buying fake gems or donating to a fake charity. Real locals are very friendly, but they do not try to herd you into a tuk-tuk to go to a secondary location. Just say "No thank you" and walk away.

Sometimes they offer to show you a temple, but then ask for a massive "donation" for the tour.

Just put your headphones in when walking through heavy tourist spots.

They always seem to have an uncle or brother who works at the "exhibition" too.

That is why it works! They are professional con artists. Stay vigilant.
