Yes, significant delays on the Kandy to Ella train are incredibly common and should be fully expected. Because it is a single track system winding through steep mountain passes, trains frequently have to wait at small stations for opposing trains to pass safely. A delay of one to two hours is completely normal. Never plan any tight connecting travel or important bookings on the same afternoon you take this train.
