Absolutely not. Wild camping is strictly illegal in all Sri Lankan National Parks. In Horton Plains, you must book one of the three designated campsites (Campsite 1, 2, or 3) well in advance through the Department of Wildlife Conservation head office in Colombo. You cannot camp directly at World's End or wander the park after dark due to strict conservation rules and leopard activity.
Also note that open wood fires are banned to prevent forest fires in the dry grass. You have to cook all your food using enclosed portable gas stoves.
The designated campsites are actually beautiful, located near small streams. But be warned, it gets freezing at night. Bring proper sub-zero thermal sleeping bags.
