A tuktuk driver at Kandy bus station told us the bus to Dambulla was broken down and offered to drive us for 10000 rupees. Is this true.

This is 100% a scam. The public CTB buses between massive hubs like Kandy and Dambulla NEVER randomly cancel completely; they run every 30 minutes. Drivers lie about the bus schedule to extort huge fares from tourists. Ignore anyone outside the bus terminal. Walk directly to the parked buses and ask the conductor in the khaki uniform.

The touts wear fake lanyards to look like official bus station staff. Do not trust them.
