No, you cannot put anything on the roof of the red CTB buses. You must bring the boards inside. If it is a shortboard and the bus is empty, the conductor might let you stand in the back holding it. If it is a longboard or rush hour, they will absolutely refuse you entry. Rent a tuk-tuk instead for boards.
Private AC minivans sometimes let you tie them to the back, but the public buses definitely will not.
We tried this. The conductor yelled at us and drove off. Take a tuk-tuk, it is only like 2000 rupees.

Someone befriends you and offers a "once in a lifetime" opportunity to buy gems at wholesale prices and resell them abroad for huge profit. They may show you fake export certificates. The gems are worthless glass or low-quality stones.
Restaurants without visible prices. Bill arrives with inflated charges (500 LKR coconut becomes 1500 LKR). "Service charges" added without disclosure.
