With shortboards (under 6 feet), it is usually fine. Flag down the bus (route 32 or 35). You will likely have to stand in the back near the rear door holding the boards vertically between your legs. Avoid the school rush hours (7 AM and 2 PM).

A tuk tuk from Weligama to Hiri only costs about 3500 LKR. If there are two of you, just split a tuk tuk. It is way easier than fighting bus crowds.
