We just arrived in Colombo and the tuktuk drivers outside the Pettah bus terminal are demanding 1500 rupees without a meter Is this a scam

Yes, this is a well-known scam zone. The drivers parked directly outside the bus stand exits operate as a mafia and refuse the meter to extort tourists with heavy bags. Do not argue with them. Walk 100 meters down the road and flag a passing tuktuk with a red metered sign.

They physically blocked my path when I tried to walk away to another driver. Very aggressive.

Never negotiate with them. It just encourages the behavior. Keep walking until you find an honest driver.

I used Uber and the driver had to meet me a block away because the Pettah tuktuk drivers harass the rideshare drivers.
