You cannot simply launch a drone from a commercial boat. To fly a drone over marine mammals in Sri Lanka, you must obtain prior written permission from both the Civil Aviation Authority (CAA) and the Department of Wildlife Conservation (DWC). There are strict altitude minimums to prevent acoustic disturbance to the whales. Unauthorized drone use will result in confiscation of equipment.
