Taking a tuk tuk from the airport to Colombo Fort is a grueling massive one hour journey through heavy traffic. The fair metered rate should be around 2500 to 3500 Sri Lankan Rupees.
Instead book an air conditioned taxi using the Uber or PickMe apps. A comfortable AC car via the fast expressway costs roughly 4000 to 5000 Rupees making it vastly superior to bouncing in a tuk tuk.
However the drivers waiting at the airport gates will aggressively demand upwards of 6000 Rupees. It is highly advised not to take a tuk tuk for this long dusty ride.

Driver claims the meter is broken and quotes an inflated flat rate. Common on arrival at airport or railway stations when tourists are tired and disoriented.
Drivers wearing official-looking uniforms claim to be "government-approved" and charge 3-5x normal rates. They may have fake badges or ID cards.
Women with babies approach asking you to buy milk powder at a nearby shop (not cash). The shop is run by accomplices and charges 5-10x normal price.
