A fair metered rate in Colombo is generally around 100 to 120 Sri Lankan Rupees for the first kilometer, and slightly less for subsequent kilometers.

To completely avoid negotiating, simply use the PickMe or Uber apps which lock in a transparent, perfectly fair local price before you enter the vehicle.
