Which beaches are safe for swimming in April?

April is a transition month for the oceans. The south west monsoon is usually just starting to wake up, while the east coast is calming down.
If you are arriving in mid April, the deep south coast (Unawatuna, Mirissa, Hiriketiya) will still be largely okay, but the sea will start getting rougher toward the end of the month.
For genuinely safe swimming for a weak swimmer, Unawatuna bay is protected by a reef and remains relatively calm. Jungle Beach near Galle is also very sheltered. Alternatively, Hiriketiya bay is a horseshoe shape that prevents massive waves hitting the shore directly.
However, if you want guaranteed flat, bathtub like water, you should consider heading up the east coast to Nilaveli or Uppuveli in Trincomalee. By mid April, the sea there is completely flat, crystal clear, and perfect for relaxed swimming and snorkeling.
I agree with Sanjeewa. Just be very careful with beaches like Tangalle or Weligama if you are not a strong swimmer. Weligama is great for beginner surfers because of the consistent waves, but it means you are constantly dealing with whitewash. Tangalle has a steep drop off and notorious rip currents; it is beautiful to look at but strictly a paddling beach in most spots. Look for bays, not long open stretches of sand.
If you end up on the south coast, check out Polhena beach in Matara. It is heavily protected by a coral reef. The water is shallow for a long distance, very calm, and you can often see sea turtles swimming right near the shore. It is very popular with local families on weekends for exactly this reason.
