I want to support a genuine conservation effort. Are there hatcheries that are managed by NGOs rather than just for tourist profit.

The Sea Turtle Conservation Project in Habaraduwa, just a short drive from Galle, is one of the more reputable ones. While they do have tourists, they focus heavily on releasing hatchlings at night when they have the best survival chance. Always ask if they have a release schedule. Avoid any place that lets you hold the turtles for photos as this is harmful to their health and natural instincts.
