Yes, there are very frequent, direct public buses running from the main Dambulla bus stand to Polonnaruwa. The journey takes roughly an hour and a half and is incredibly cheap.

Because the distance is so short, Dambulla makes a perfect, central hub. You can easily catch a morning bus to Polonnaruwa, rent a bicycle to see the ruins, and take an afternoon bus back to your hotel in Dambulla.
