Yes Dambulla is a deeply sacred highly active Buddhist site. The dress code is rigorously enforced by security guards at the main gate. Both men and women must wear clothing that completely covers their shoulders and extends fully past their knees.

If you arrive wearing shorts or a tank top you will absolutely be denied entry. Simply pack a lightweight sarong in your backpack to wrap around your waist before climbing the stairs and you will be perfectly fine.

You must also entirely remove your hats and shoes before stepping into the upper courtyard outside the caves. The stone floor gets blisteringly hot by midday so bringing a thick pair of socks is a brilliant idea to protect your feet.
