There are absolutely no scheduled power cuts in Colombo right now. The crisis you read about was resolved quite a while ago. The national grid is stable today. You do not need to worry about booking a hotel specifically for a backup generator unless you are running a critical server farm. Normal city life is fully uninterrupted.
Confirming what Nilanthi said. I am in Colombo 07 right now and everything is perfectly normal. The old news from a couple of years ago still circulates online unfortunately. Enjoy your trip.
Just to add, while there are no planned national power cuts, occasional brief outages due to heavy rain or a local transformer issue can happen anywhere in the world. But it is rare. You will be completely fine.

Driver claims the meter is broken and quotes an inflated flat rate. Common on arrival at airport or railway stations when tourists are tired and disoriented.
Drivers wearing official-looking uniforms claim to be "government-approved" and charge 3-5x normal rates. They may have fake badges or ID cards.
Women with babies approach asking you to buy milk powder at a nearby shop (not cash). The shop is run by accomplices and charges 5-10x normal price.
