Yes, you can and absolutely should book in advance! The official site is seatreservation.railway.gov.lk. Tickets open exactly 30 days before the date of travel at midnight Sri Lanka time. For the Colombo-Ella route, 1st and 2nd class reserved seats sell out within minutes during peak season, so be online exactly when they release.
Avoid third-party booking agencies. They scalp the tickets and charge triple the price.
If they are sold out online, you can still buy unreserved 2nd or 3rd class tickets at the station on the day of travel, but you will likely be standing for hours.
