If your backpacks were large (like 60L+) and took up a physical seat or blocked the aisle, it is standard CTB policy to charge for an extra passenger seat. However, 500 LKR for a short local trip is too high (a local fare is usually 50-100 LKR). He definitely overcharged the seat fare. Always ask for the printed machine ticket; they cannot fake the price on the printout.

It is just a few dollars, sometimes it is easier to just pay it rather than fighting on a hot, moving bus.
