Swimming diving or snorkeling with whales and dolphins is strictly illegal and heavily prohibited by Sri Lankan wildlife protection laws. You are absolutely not allowed to jump out of a boat into the water near them. The coast guard actively patrols the waters off Mirissa to enforce this. The only legal and ethical way to observe these massive marine mammals is from the deck of a registered whale watching vessel maintaining a respectful safe distance so as not to disturb their natural migration patterns.
