Can you take a boat from Negombo to Colombo.

No there is absolutely no commercial passenger boat or water taxi service connecting Negombo directly to Colombo via the ocean or the canals.
While the historic Dutch Canal technically connects the two regions it is primarily used by small local fishing boats and short tourist excursion tours within Negombo itself. To travel between the cities you must take a highly efficient AC highway bus a private taxi or the local coastal train.

Driver claims the meter is broken and quotes an inflated flat rate. Common on arrival at airport or railway stations when tourists are tired and disoriented.
Drivers wearing official-looking uniforms claim to be "government-approved" and charge 3-5x normal rates. They may have fake badges or ID cards.
Women with babies approach asking you to buy milk powder at a nearby shop (not cash). The shop is run by accomplices and charges 5-10x normal price.
