Dialog is generally considered to have the widest and most reliable 4G coverage across the island, including remote beaches and the hill country. You can buy a tourist SIM right in the arrivals hall at the airport.

I used Mobitel and my partner used Dialog. They were practically identical on the south coast, but Dialog had better signal when we were hiking up in Ella and Nuwara Eliya.
