On the standard, non air conditioned red government buses, if your suitcase is so massive that it physically takes up an entire passenger seat, the conductor will absolutely charge you for an extra ticket. Space is highly premium.

If you take the larger, luxury AC highway buses, they have massive dedicated luggage compartments underneath the bus where you can store huge bags completely for free without any hassle.
