Yes, you absolutely need an International Driving Permit IDP with a motorcycle endorsement to legally rent and drive a scooter. Furthermore, you must take your IDP to the Automobile Association in Colombo to get a specific local Sri Lankan endorsement stamp before the tourist police will consider it valid on the roads.
