Tourists have previously been completely denied entry arrested and instantly deported for openly displaying Buddha tattoos. You absolutely must completely cover the tattoo entirely with a long sleeve shirt or an opaque bandage at all times while anywhere in the country.
If you cover it securely so no one can see it you will have absolutely no problems entering Dambulla or any other sacred temple but you must treat the rule with absolute utmost extreme seriousness.
