While vigorously boiling the water will kill the biological bacteria, the primary issue with tap water in the Anuradhapura dry zone is the extremely high mineral content and agricultural chemical runoff, which boiling absolutely does not remove. Locals have built up a lifetime tolerance, but foreign tourists must strictly stick to purified bottled water to avoid severe kidney and stomach issues.
