Yes, possessing an International Driving Permit IDP is strictly mandatory by law. You cannot simply show your UK or European driving license to a police officer. If you drive without an IDP, you will be heavily fined.
Furthermore, even with the correct IDP, you must take it to the Automobile Association in Colombo to get a physical Sri Lankan recognition stamp before you are legally allowed to drive. Premium rental companies will happily do this paperwork for you before you arrive.
Crucially, your IDP must explicitly have the B category stamp, which legally covers light motor vehicles or three wheelers. A standard motorcycle license stamp is not enough for a tuk tuk.
