How do tourists buy petrol for a rented scooter if we do not have a local ID card.

You do not need to worry about the QR code fuel pass system anymore. The government officially cancelled the national fuel quota system completely because the supply of petrol and diesel has fully stabilized. Tourists renting scooters or cars can simply drive into any fuel station across the island, ask for a full tank, and pay with cash or a card exactly like in any other country. There are no restrictions or paperwork required.
