Emirates looks delayed and the bag already missed Doha yesterday - what does CMB actually do at 1am
App says the connection is tight. We have a driver booked for Negombo and a Kandy room tomorrow we cannot move. If the bag is in Dubai and we are in Katunayake at 1am, is there a real late-night lost-luggage desk or do we file and buy underwear in the rain. Also is the airport still on moderate delays like FlightStats said this morning.

Both Emirates and Qatar have a late desk in arrivals. File the PIR (the property irregularity form) before you leave the building, put the Negombo / Kandy address and a local number, photograph the form. They deliver, but not at 2am - often next afternoon. I keep spare toothbrushes for this. Your driver can wait 30-40 minutes; after that send him and take a PickMe when you are done.
Our bag came on the morning UL from DXB. CMB did not call. We called the number on the form. Do not assume SMS.
Medication in the cabin next time. Tonight: buy the cheap kit in Negombo, do not sit in the hall until 4am. FlightStats moderate delays means build slack, not the airport is closed.

Driver claims the meter is broken and quotes an inflated flat rate. Common on arrival at airport or railway stations when tourists are tired and disoriented.
Drivers wearing official-looking uniforms claim to be "government-approved" and charge 3-5x normal rates. They may have fake badges or ID cards.
Women with babies approach asking you to buy milk powder at a nearby shop (not cash). The shop is run by accomplices and charges 5-10x normal price.
