When we arrived at Peradeniya station, a guy in a blue shirt grabbed our bags, put them on the platform, and aggressively demanded 2000 rupees. Is he official staff.

No, official Sri Lanka Railway porters wear a specific uniform and have a brass badge with an ID number on their arm. The fee for official porters is heavily regulated (usually less than 200 LKR per bag). The men in plain blue shirts are opportunistic touts who prey on confused tourists disembarking. Firmly hold your bags and refuse their help.

If they demand 2000 rupees, just hand them 100 rupees and walk away. They will shout, but they will not do anything else.

They pull the bags out of your hands so fast you do not even have time to say no. You have to literally yank them back.

If that happens, walk directly to the Station Master office on Platform 1. They will scatter instantly.
