Yes, the public transport system in Sri Lanka has completely recovered from any previous COVID 19 reductions. Both the national railway network and all government and private bus routes are operating on their full, normal, pre pandemic daily schedules. You will have absolutely no problem finding frequent transport between major cities and tourist destinations.
