How reliable are tuk-tuk drivers at night and should I pre-arrange them?

At night it's much safer and more reliable to pre-arrange tuk-tuks through your hotel or a trusted contact rather than flagging one on the street. Street hailing at night can be fine in busy tourist areas, but in quieter places or late at night it's better to have a known driver. Some areas have very few tuk-tuks after a certain hour.
