I heard it is run by the military. Can tourists easily visit and swim there.

Yes, Marble Beach is open to the public even though it is managed by the Sri Lankan Air Force. You just pay a small entrance fee at the gate. It is incredibly clean and features some of the calmest, clearest water on the east coast.
