During the exact peak days of the Sinhala and Hindu New Year public transport is severely disrupted. The vast majority of private bus drivers and train staff take mandatory leave to travel back to their home villages to celebrate.
If you absolutely must travel your only reliable option is to pre book a private taxi well in advance and expect to pay a premium holiday surcharge for the driver sacrificing their festival time.
The government does operate a very limited skeleton service of red CTB buses but private buses practically vanish from the roads entirely. You should absolutely not plan any major cross country travel on these specific two days.
