I like walking in the evenings. How safe is Kandy at night and when should I take a tuk-tuk?

Main tourist areas around the lake and temple are generally okay for walking in the early evening while there are still people around. After dark (around 8-9pm onwards), it becomes quieter and it's safer to take a tuk-tuk, especially if you're alone or heading to a less central area. Stick to well-lit main roads if walking. Many hotels are within easy tuk-tuk distance from the center. The city is not particularly dangerous, but standard precautions apply — be aware of your surroundings and don't walk in isolated areas at night. Tuk-tuks are cheap and readily available, so using them after dark is a sensible precaution rather than a necessity in most cases.
Early evening walking is fine in main areas. After dark, tuk-tuks are safer, especially if alone or going to quieter spots.
