This is the "middleman scam". The guys at the party likely pocketed your 15k and only paid the driver the base deposit. Always book directly through your verified hotel reception or pay the jeep driver directly in person at the park gate.
Never prepay in cash to another tourist. Use booking platforms or pay the driver directly.
If the driver demands more money at the gate, call the tourist police immediately. Often the driver is in on the scam with the hostel promoter.
Hostel promoters do this all the time. They get you drunk, take your cash for a "group trip", and vanish by morning.
A whole jeep usually costs around 12000 to 18000 LKR total, plus the park entrance fees per person. 15k EACH is a massive ripoff.
