Not a full nomad visa situation, just a couple of client calls. Hearing "short outages and surges" on the NZ advisory. Is a hill-country guesthouse wifi a fantasy?

Short outages and surges still happen, more in storms. Colombo hotels are fine. Ella / A-Bay guesthouse wifi is good enough for WhatsApp, lucky for Zoom. Dialog 4G/5G (Colombo 5G, rest 4G) is the backup. Ask the listing if they have an inverter. Tell us the call time, we will save you the least-shaky corner.
One call died mid-sentence when the afternoon cell hit Ella. I tethered to Dialog and it held. Download the deck before you go up the hill.
If the call is important, sit in town not on a ridge. Or do it from Kandy / Colombo on the way out.

People outside stations offer to "help" buy tickets but charge large markups. They may buy cheap third-class tickets and sell as more expensive classes.
