Yes, the winding mountain highway connecting Kandy to Nuwara Eliya is completely fully repaired and open to all traffic. The massive landslide debris that blocked sections during the December cyclone was cleared very quickly by the military and road authorities.
The drive is entirely back to normal speed. You will notice some areas where fresh concrete retaining walls have been built to secure the slopes, but there are no major delays or road closures remaining. It is completely safe for tourist buses and rental cars.
