It depends entirely on the crowd. The AC highway buses have deep luggage compartments underneath, but passenger suitcases take priority. If you travel off-peak (like Tuesday at 11 AM), the conductor will usually let you slide it in. If you travel on Friday evening, they will refuse you.

I had to tip the conductor 1000 LKR to let me put my board in. Just have cash ready.

Make sure your board is padded. They will throw heavy bags right on top of it without thinking.
