Hiriketiya beach is too crowded for clean sunset shots. Are there any cliffs or headlands within a 10 minute walk where I can set up a tripod.

Yes, walk past the left point break (near Dots Bay House) and take the small dirt path up the western headland. It leads you out of the bay and onto a rocky cliff facing the open ocean. You get completely unobstructed views of the sunset looking towards Matara. Just be careful with your tripod; the rocks are uneven and it gets very dark walking back.

Bring mosquito spray. The headland brush is swarming with them at dusk.

If you walk a bit further over that hill, you hit Dickwella beach, which has a massive, perfectly flat sandy expanse for sunset reflections.
