We saw a massive lizard near the water. Was it a crocodile.

What you saw was almost certainly a Water Monitor lizard. They look incredibly prehistoric and grow massively large often exceeding two meters but they are completely entirely harmless to humans and rapidly swim away if you approach.

However genuine Mugger crocodiles absolutely do inhabit the quieter lower stretches of the Mahaweli River specifically near the dams. This is the exact reason why tourists must never randomly swim in the main river and strictly only bathe in designated highly supervised eco lodge pools.
