We are traveling across the country. Will conductors let us bring massive 70L backpacks onto the red CTB public buses, and do we have to pay extra.

Red CTB buses do not have undercarriage storage. You must carry the bags inside. If the bus is full, the conductor will either refuse you or charge you for an extra passenger seat to put the bag on. Try to board at the starting bus terminal (not midway on the route) and sit near the driver where there is an engine cover to rest your bags.

Just pay for the extra seat. It is like 2 dollars and saves you from standing for 4 hours with 20kg on your back.

Private AC minivans are better for big bags. They tie them securely to the roof rack.
