Yes, from the Hatton railway station you can easily hire a tuk tuk to take you to the Laxapana Falls trailhead. It is roughly a 1 hour drive through winding tea estates. Make sure to negotiate waiting time with the driver, as finding a return ride from the remote waterfall area is very difficult.
The hike down the concrete steps to the base of Laxapana is steep but totally worth it. The spray from the waterfall is insane. Keep your electronics in a dry bag.
Be very careful if you swim in the lower pools. The underwater currents generated by the falls are incredibly strong even when the surface looks calm.

People outside stations offer to "help" buy tickets but charge large markups. They may buy cheap third-class tickets and sell as more expensive classes.
