I am visiting the Temple of the Tooth in Kandy. What is the strict dress code, and is there a quiet spot inside where I can meditate away from the drumming crowds.

You must wear white or light-colored clothing covering shoulders and knees. No hats or shoes inside. The main shrine room gets very loud during the daily pooja (drumming). For quiet meditation, head upstairs to the museum area or sit quietly in the courtyard near the audience hall, which is much more serene.

If you bring a sarong, you can easily wrap it around your waist over your shorts before entering. But make sure it is not sheer.
