9000 LKR is a massive overcharge. Point Pedro is about an hour from Jaffna town. A fair rate for a full-day (6-8 hours) tuk-tuk tour of the northern peninsula, including waiting time, is around 4000 to 5000 LKR maximum. Negotiate this flat rate before you get in, and clarify that it covers the entire day with no hidden fuel fees.

You can also just take the local bus to Point Pedro for like 150 rupees. It is super easy and scenic.
