Uber and PickMe both still show zero at 8.42 while we are still on the kerb
8.42, Queen's corner. Both apps: no cars, no tuks, surge blank. We are not trying to cross the parade - we just want anything two streets back. Is the whole city a dead zone until they unwind or are we standing in a geofence. Not asking if we should walk to Ampitiya. Asking if the apps are even allowed to ping inside this loop right now.

Inside the 1.27 km loop the answer is zero because the road is closed, not because the app is broken. Walk inland / toward Gopallawa or the railway-station park first, then open PickMe. Drivers who do appear on Dalada at 8.42 are not in the app because they should not be there.
Grey tick at the hotel 400 m away, car appeared on the Gopallawa pin, not on the lake pin. The lake pin is a trap.
