Yes, the traffic police actively and strictly enforce helmet laws across the entire island, including laid back beach towns like Mirissa and Ahangama. If you are caught driving a scooter without a helmet, you will be pulled over and hit with an on the spot fine, which can ruin your day. More importantly, the coastal roads are heavily trafficked by massive buses, making driving without a helmet incredibly dangerous.
