The absolute best currency exchange place in Colombo is the cluster of authorized money changers located on York Street in the Fort area. Shops like Prasanna Money Exchange consistently offer the most competitive, transparent rates in the city, significantly better than the banks.
Another highly reliable area is Sea Street in Pettah. Many established jewelry shops there operate legally as authorized money changers and offer fantastic rates for high denomination US Dollars and Euros.
Always ensure the shop clearly displays an official Central Bank authorization certificate. Avoid any random street touts offering to exchange money in alleyways, as counterfeit notes and shortchanging scams are very common.

Driver claims the meter is broken and quotes an inflated flat rate. Common on arrival at airport or railway stations when tourists are tired and disoriented.
